Restrict supported import file delimiters to , and \t

When importing a file with multichoice values (i.e. "[""A"", ""B""]") the
`csv.Sniffer` was incorrectly identifying the delimiter as '['. Passing a string
of allowed delimiters to the `sniff` method avoids this.
