Adding support for cluster-autoscaler.

This is the kubernetes cluster-autoscaler role.

Features:
- Updated lib_openshift to handle --role-namespace when modifying/creating rolebindings for specific namespaced role objects
- openshift_cluster_autoscaler role to deploy the autoscaler
