Handle plugins (#43)

Remediate issues

1. Webhook handling works
2. On receiving an alert, via webhook or ZMQ, try to remediate
3. Remediate by sending a request to an agent
4. Agent attempts to remediate with plugin pulled from master
5. Agent sends Result to master
6. Master can potentially try another remediation if the first failed

## Pipelines

Pipelines can now be a chain of remediations to attempt, in case some
remediations fail. Currently, the chain is stopped as soon as a successful
remediation is completed.
