Migrade PostgreSql prod database. (#29)

This adds the make target `migrate` to migrate any databse. Note that the environment variable
`DATABASE_URL` has to be provided.

The code coverage is kept up by testing simple cases for the view and ommiting the config files
in `tickets/config`.

Closes #17.
