WIP Upgrade Django from v1.10.8 to v1.11.7

While we are unlikely to use many of the new Django features, v1.11 is
the first release with Python 3.6 support, which can be beneficial to
us. Python 3.6 contains many performance improvements.

- GDAL mock removed, it is now required by GeoDjango
