Fix exception handling when supplied dates are NULL

* Added internal function isNotAllNonEmptyText to check
for input dates being NULL, having any empty or NA elements

* flipStandardChart occasionally calls AsDate and PeriodNameToDate
with NULL inputs, so need to handling this case correctly in AsDate and
AsDateTime in line with the value of the new on.parse.failure argument

* rep.int(NA, 0) i.e. logical(0) is returned if the user sets on.parse.error
to "warn" or "silent" and x is NULL
