refactor: split code into individual modules as prep for larger refactor (#56)

Moves from `standard` to `tslint-config-standard`. Because `standard` uses `typescript-eslint-parser`, which [has known issues](https://github.com/eslint/typescript-eslint-parser#known-issues), this change is required. In any case, it should provide comparable linting plus some added rules that involve type checking.
