Update travis to use pyenv matrix instead of tox

Instead of using tox and relying on the python versions available in
travis' environment, we now use a [travis-native] matrix and use pyenv to
gather the latest PyPy versions for the matrix.

We also simplify the requirements.txt file to just include what is needed
for running tests. I.e. we drop requirements needed only for building docs
(Sphinx) and making releases (twine).
