cmd/vitotrol: get & set handle attrs IDs + remote load unknown attrs

for example:
    vitotrol get 0x1c0b

as 0x1c0b is a unknown attribute, vitotrol will issue a GetTypeInfo
request to check whether this attribute exists remotely or not, then
it will get its value as for a known attribute.
