Generates more blackbox_exporter targets, multiple --target_template, bugfix (#163)

* Generates two new sets of Prom targets. One for checking NDT tcp port 3001, and one for checking NDT SSL on port 3010.

* Sets --rsync option's default value to False, else there is no way to disable this flag, options.rsync will be True when it was passed or not.

* Adds ability to specify multiple --target_template options so that a single set of labels can apply to multiple targets.

* Adds block to generate mobiperf Prom targets.

* Adds a new block to generate Prom targets for the mlab_neubot experiment.

* Updates existing unit tests to use new list target_template option, and adds a new test to be sure that a list of more than one actually works.

* Renames the NDT target service labels and filenames with more descriptive names (instead of just referencing the TCP port.
