Add endpoints (#12)

* Add create comment endpoint.

* Fix typo.

* Add disqualify endpoint.

* Add revert endpoint.

* Add copy and relocate endpoints.

The fixtures are the same and the endpoints are similar, but I separated
them out in order to avoid confusion in using the same fixture.

* Add move endpoint.

* Add ratings endpoint.

* Fix bug when response is blank.

* Require dependency.

Was getting uninitialized constant error for forwardable gem.
