Add Composer class for encapsulating all Composer-related functionality, and refactoring write_to_gcs functionality into this. (#583)

* First cut of Composer class for encapsulating all Composer-related functionality. Unit-tests do not pass yet.

* Unit-tests are passing.

* Getting end-to-end working for specifying composer environment and zone

* Refactoring Api class, unit-tests fully working, fixing flake8 errors
