Upgrade wdl4s to 0.15 + add HTTP import resolver [GAWB-2641] (#222)

* wdl4s 0.15 compatibility

* Minor cleanup

* More working

* Fix 2 tests

* Delete tests that no longer apply

* Tests pass

* Turns out that varies by operating system

* Test that imports do work

Theses tests will fail until I figure out how to provide wdl4s with a valid URL to dereference, that's not a terrible design for use in a unit test

* Resolve imports via HTTP when parsing WDL

* Tests pass (some for the wrong reasons)

* Fix build error from latest dev

* exclude io.spray from vault-command and discard io.netty.versions.properties

* Mock server++

* Use a different port

So as not to come into conflict with resources initialized on the same port by preceding test suites

* Return 400 for bad input. Silence exceptions.

* Add a test for a 400

* Remove TODO
