#133 : UseSSL is true by default + SSL_MODE setting with require default (#134)

#133 : Enable SSL by default for Ubiquity and  DB + support SSL_MODE=[require | verify-full]

More details and squash commits:
*  SslMode by default require in the client (not only in the DB)
*  new SSL MODE setting for scbe & flex config and set default to verify-full
              1. rename verify_full -> verify-full in SSL_MODE (to be align with postgres convention)
              2. uses new SCBE SSL MODE (instead of reuse the SSL mode of the postgres)
                  simple_rest_client and also add more unit tests for it
                  fix client_init.go to use SSL mode of the plugin and not te DB.
              3. fix bug in the client_init (use the error struct right)
              4. set defaults to verify-full for SCBE, DB and plugin SSL mode.
              5. add SslMode to the plugin config file for the flex config file.
* add unit testing for remote client initialize (verify the ssl logic) and fix bug
* add logging to init-user-db.sh : while creating DB user, DB name, setting password and grant access to DB
* fix ssl init scripts (ubiqity and ubiquity-db) - do not create internal certificates if the private or the public files already exist in the container
* postgres confirm that the certs with right postgres permissions - so the init script will apply them as require
* SCBE and DB ENVs in the docker file, so ymls will not have to specify them
* Apply code review comments
