Add API for open hours for a given location, and open_now

API calls will be of the form:
GET v1/locations/avery?date=today
GET v1/locations/:butler?start_date=2017-09-27&end_date=2017-09-29
GET v1/locations/open_now
In the first two calls above, avery and butler are location codes, and
the pertinent information for the given locations will be return via
a JSON structure.
The third api call will return pertinent information for each
currently open location, again via a JSON structure.
The README.md contains the specifics for the API spec.
