feat(spells): Add ability to run "spells" from fs

The bootstrapper will read in all spells installed through NPM as well as load any spells from
directories specified by the user's config.

"Spells" are just functions exported as NPM modules and, optionally, some configuration information
stored in the NPM module's package.json.
