Not auto-starting sub-managers anymore

The idea of automatically starting the drop managers (either node
managers, or data island managers) from its parent manager was a
concept that we explored at some point, but without much success (or
actual use). I'm dropping this functionality then, because it causes
more confusion than solutions.
