[#6] Add tests for dump.to_ckan processor

These tests mainly ensure the appropriate ckan api endpoints all called
the correct number of times, given certain conditions (success, failure,
number of resources, etc). This provides good code coverage, but not
necessarily the best interrogation of the expected data.
