 Duplicate key presses on SDL 2.0.5 (#22171)

Tapping arrow keys, enter, etc. would register twice on my Ubuntu 17.04, apparently due to an SDL bug: https://stackoverflow.com/questions/42056515/sdl2-key-repeat-not-working.

I haven't tested this on SDL versions other than 2.0.5 or on platforms other than linux/x11, but at worst it should only break repeating keys with sdl_keysym_to_curses > 0 :D
