enable macOS builds in travis build matrix (#595)

* enable macOS builds in travis build matrix

* install stable ruby to hopefully resolve Travis error

* rvm stable -> head

* try setting set +e after build to work around osx errors on travis

* uncomment osx language and TRAVIS_PYTHON_BLOCKS in travis config

* changes to allow OSX build PR to be merged in

we should merge this in to retain memory of how to enable the builds,
even though this includes the OSX build as a commented-out entry. If
Travis scales up OSX test capacity one day, perhaps it can be
re-enabled.
