Commit Message

Make sure travis uses a sufficiently new version of `setuptools`.

First we get the installed version of `setuptools` and then use `dpkg
--compare-versions` to do proper version comparison.  If the version is less
than 20.6.8 then we update it to the newest version available.

This fixes pantable/#29
