Format all files according to the new formatter in 1.6

I've pulled down `master` and gotten us up to date on the formatting.
It's a pretty big diff of course, but from here on out we can keep up
to date. In a separate commit after this I'm also going to add a check
to CI to ensure that all committed code is formatted correctly going
forward.
