Modify the mod_sftp configure script to not require zlib when testing for
SHA256 and SHA512 support.  The script already tests whether zlib is required
earlier.

This fixes issues on systems where zlib is *not* present; such systems would
cause the configure script to erroneously indicate that OpenSSL did not provide
SHA256/SHA512 support (when it did) due to the lack of the linked library.
