Overhaul of PyUtilib test harness.

Massive overhaul of the PyUtilib unittest extensions, including the
runtests (test.pyutilib) driver:
  - removing the "double parsing" of command line options
  - deferring all category-based test selection to nose
  - properly implementing category decoration for both test suites and
    test cases
  - adding support for a special "fragile" category that is always
    excluded by runtests unless specifically requested.
  - adding tests for runtests behavior
