Use arbitrary keyword arguments with cdist/pdist

Instead of specifying the keyword argument order, which doesn't seem to
match in SciPy, just use `kwargs` to capture the keyword arguments in
any order. This is what SciPy is moving their behavior towards. So we
can adopt this API early. Should still work well with any keyword
argument order one wants to use. Also simplifies the maintenance burden
on our end.
