Old version errors (#125)

- Check requirement versions on plasmapy import
- Added minimum requirements for python, numpy, and astropy as well as
  version checks.
- Added minimum versions to the requirements/base.txt for numpy, astropy,
  and python so that they will be automatically installed with pip install.
- Make the __init__ more pep8 compatible
- Make coveralls ignore parts of the __init__
- Fix spelling errors and make pep8 happier
