41/Fix Travis deployment (#345)

* Replace deploy script chmod with explicit sh call

This is another solution mentioned by other people with this same
problem.

* Rename deploy script

This makes it consistent with the Travis CI example.

* Move apiDoc to devDependencies

* Update README

- Add Stripe env vars
- Change Yarn to npm
- Remove nonexistent files from file list

* Remove encrypted deploy key

* Change Travis cache to npm

* Allow Travis to use containers

* Remove Yarn lockfile

* Change deploy script to use deploy key from env var

* Fix default log level test

The test depended on the test environment being `production`, which cannot be guaranteed.

* Simplify deploy script

- Remove bash strict mode
- Stop disabling strict SSH key checking
- Remove check that script is running on Travis# Please enter the commit message for your changes. Lines starting
- Remove declarations of env vars# with '#' will be ignored, and an empty message aborts the commit.

* Encode deploy key with Base64

This allows the key to be stored in a Travis env var instead of having to be an encrypted file stored in the repo.

* Re-enable strict SSH key checking

* Add documentation to deployment

* Install npm dependencies so docs can be generated

* Remove chown step of deployment

* Silence npm install on deploy

* Fix docs directory for deployment rsync

* Skip cleanup before deployment

This allows docs to be generated during the build script instead of during the deploy script. It also prevents the deploy script from printing a ton of npm output that exceeds the Travis log limit and causes a build failure.

* Update JSDoc

Fixes incompatibility with node 8.5.0.

* Fix docs deployment path
