datacite: fix bugs causing the DOI minting to fail for some records

* Fix a bug occurring when an Inspire ID was attached to a record after it was created, where the 'uuid', 'control_number' and 'first_author' keys were removed from the record by mistake, causing the subsequent DOI minting to fail (see #120).
* Fix a bug where the DOI minting failed if the data abstract or table descriptions contained Unicode characters.
* Add CLI command to add the missing 'uuid' keys and mint the DOIs for all affected records.
* Remove unused 'assign_record_id' function from submission.py file.
* Remove celerybeat task that migrates records from the old site.
