Support for driver specific init call (#327)

* Move files used by templates/metadata into separate folder

* Mode folder a module

* Set up dependencies for new location

* Removed redundant parameter

* Use new location

Had to tell pytest to look at all *.py, not just test_*.py

* Set Switch's init_function to InitWithTopoology

* Update default value for topology

* Update system tests to use InitWithTopology parameters

* Disable InitWithOptions generation
