feat (swagger): Tags added to OpenApi spec

Tags Array have been added to the produced swagger spec. This adds support for named routes with an associated description.
The update has the following effects:
- A controller can be named (@Name) and described (@Description) which will be added to the Tags array.
- The default name (tag) of the controller is the controller if no name is applied.
- Parameters can be named (@Name) and described (@Description) which will be used in the Parameters array.
- Description (@Description) can now also be applied on the operation level.
