Fix the error data and error templates not saving in the apis form.

If only the error data or error template fields were modified in the api
backends form, then the save actually wouldn't take place (since
ember-model's dirty tracking doesn't work on nested non-association
objects). To fix this, we now force saving on every save action.

Also force refreshes of the data every time the edit forms load. This is
for two primary reasons: one is to better handle situations where
multiple admins might simultaneously be editing the same entries. Two is
to make bugs like the above more obvious if they do happen to crop up
(they were trickier to spot, since until you did a full page refresh,
the edit form would continue to reflect the submitted data, even though
it never got saved).
