Add support for "in" or "not_in" for JSON-encoded arrays

I almost chose to support "contains" and "not_contains" with the same
behavior, but decided to add with "in" and "not_in" first.

Originally, this was developed to allow comparing a multiselect field
to a JSON array. See here:
https://secure.helpscout.net/conversation/423750772/10738/ - This still
doesn't work, likely needs Advanced Filter modifications.
