Completed integration of SQL Store with Server

- Server tests can now run with an SQL store for all tests using
  a persistent store. Run tests with `persistent_store "sql"` to
  do so.
- Add SQL tests command line flags and its processing in the test
  package so it can be shared by both server and stores packages.
- Updated some server tests to work with SQL Store.
- FT only supports FileStore for now, so create server options with
  FileStore type regardless of `persistentStoreType`.
  Used a local `cleanupFTDatastore()` in tests since we cannot call
  cleanupDatastore() which would cleanup SQL database if running
  with `persistent_store "sql"` instead of cleaning file store
  directory.
