Add API functionality which returns open hours for a location

API calls will of the form:
GET /v1/locations/avery?date=today
GET v1/locations/:butler?start_date=2017-09-27&end_date=2017-09-29
In the calls above, avery and butler are location codes.
The API call will result in a JSON structure being returned.
The README.md contains the specifics for the API spec.
