Added the ability to load mods from user_dir/mods. (#21764)

* Added the ability to load mods from user_dir/mods.

* There was an error i missed where the default lists were duplicated. Added a special function to allow loading those user mods without messing with the defaults

* Fixed astyle errors

* Removed stupid new method per suggestion. Moved the defaults code to run after mods are loaded instead of part of load_mods
