Allow multiple printed_badge_deadlines (#2798)

* Allow multiple printed_badge_deadlines
This PR does three major things:
1. Improve various bits of documentation in configspec.ini
2. Adds a SUPPORTER_BADGE_DEADLINE config option that defaults to the same date as SUPPORTER_DEADLINE
3. Adds a get_printed_badge_deadline_by_type function to our config that returns the deadlines that work for MAGFest.

This codifies a kinda-hacky change we made last year to allow supporter badge names to be editable after the printed_badge_deadline while allowing other events to easily modify the business logic involved.

* Fix no_more_custom_badges unit test
Whoops! I changed the return message and didn't notice this test failed from that

* Allow admins to change printed badge names
Fixes https://github.com/magfest/ubersystem/issues/2761. This isn't locked behind a special permission or anything since admins have little reason to go around changing people's printed badge names after the deadline. The field was already editable on the admin page, this just keeps them from running into an error.

* Update to better accommodate pseudo dealer and group badges
