api: don't use FormValue for query params

Because FormValue will consume the body, thus breaking endpoints that
need to read a JSON object from the body such as the key creation one.

For example, on POST /tyk/keys/foo with a correct key JSON in the body:

	ERROR Couldn't decode new session object: EOF

After this patch, it succeeds as expected.
