Add new plugin compare_components

This plugin takes the metadata from the worker and compares the components
version with that of other arches metadata.  The version info should be
identical otherwise fail the plugin.

The only component type supported initially is 'rpm'.

Test case attached using a copy of live koji data.

V2: use 'output' in metadata instead of buildroot
    redo json input
V3: fixed error handling, add more error checks
    added more tests to verify error handling
V4: move json data to tests/files/
    add test to complete 100% coverage
    update debug message nitpick
V5: convert lookup from 'name' to '(type, name)'
    remove now dead 'type' checks and add global 'type' check
    remove now dead test (generate unknown type warning)
V6: make unsupported types immutable
V7: Docstring tweaks
