Add NI-SWITCH Python bindings. (#257)

* Makes minor fixes to the nimi-python code-generator
* Adds the NI-SWITCH driver meta-data
* Adds NI-SWITCH to build process.
* Adds NI-SWITCH system tests.

### Why should this Pull Request be merged?

This driver is needed for the 0.2 release.
