Commit Message

- fix orderNavigationItems not working in some cases - use `getLanguageTag` instead of `getNormalizedLanguage` to avoid comparison between e.g. `de-DE` and `de_DE` (which always fails and is the reason it did not work)
- add unittest for LanguageText where the ordering is tested
