New program to reset workers when they get stuck

This happens sometimes when there is a master crash and a job is left
 in the lurch, especially if the dead master is launched again.

Clear out the whole work_db an any graphs stored in the .worker_output
 dir. The masters will recognize the vanished jobs and queue them up
 again.
