Expose removeOnCancel for scheduled executors (#2135)

- Added the ability for scheduled tasks to be removed on cancel.
- Added unit test for ScheduledExecutorServiceBuilder that test this new
  functionality and the explicit thread pool functionality that had been
  added but was previously untested.
