:chart_with_upwards_trend: Ensure subsequent test runs via nodemon are successful

Without clearing the registered metrics errors are reported about them
having been already registered. This causes the tests to fail when they
are run via nodemon and are rerun on save. This is ultimately because
the `prom-client` package is a singleton is not being recreated between
each test run.
