Make it possible to supply custom dispatcher implementations (#172)

* Make it possible to supply custom dispatcher implementations

* Devs can now supply a custom transmission implementation while still using the default dispatcher and caching mechanisms by supplying their implementation of the `PacketSender` interface.

Also fixed that pesky flaky unit test.

* Added missing timeout.

* Fixed another flaky test and made it run a little faster.
