Force error prone compiler version for reproducable builds

By default the error prone plugin uses a dynamic version to upgrade its
dependency. When the static analyzer breaks or adds new bug patterns, the
build is broken. This is fine for development but means release tags are
not reproducable.

Instead the version is now fixed and will be upgraded using the report
from the dependencyUpdates task, just like all other dependencies.

This allows master to build by downgrading (see https://github.com/google/error-prone/issues/733).
