Use tox for build (#200)

* Use more descriptive names for tracking variables and files

* Move common functions into tools.mak

* Remove separate flake8 target

* Use tox for pytest, flake8 and sphinx

* Uses virtual environments
* Handles dependencies
* Only unit test nifake
* Can now cache virtual envs between builds since not cached in bin directory

* html and flake8 are no longer valid targets

* We do need to copy the README for the wheel and sdist

* Try to fix calling tests in travis

* Explicitly run tox

* Now that we do more in tox, don't need all the dependencies

* Conditionally run flake8 and docs only on 2.7

* Comments from PR

* Change comment wording
* Create and use variable for driver specific generated files

* Update generated files

* Do build in tox instead of directly

* Add missing dependency

* Deps on a single line

* Use clean env from tox

* Use tox-travis integration to run some test only on 3.6
