feat(appserver+webserver) add apache2 + passenger support

As an opsworks_ruby user, I would like be able to create a configuration
similar to the OpsWorks Chef 11 apache2+passenger configuration, which
is the default behavior for Rails apps in OpsWorks Chef 11. The user
will activate this behavior by setting app['appserver']['adapter'] to a
new allowed value, passenger, and by setting the
app['webserver']['adapter'] to apache2.

Some implementation details:

* Attempting to use the passenger appserver adapter without specifying the
apache2 webserver adapter should raise an ArgumentError exception
* The version of passenger to be installed should be dictated by
node['defaults']['appserver']['passenger_version'], which will default
to 1:5.1.18~trusty1. This is different than the OpsWorks+Chef11 default
(4.0.60), but time has passed and the people at Passenger no longer
provide a binary repository for Passenger 4.x
* Because passenger requests are not routed to an upstream, the site
configuration generation process for Drivers::Webserver::Apache2 should
detect the case where the passenger appserver is being used and
configure the site template accordingly
* Any app that uses passenger as its appserver would be started whenever
apache2 itself is started. Therefore the idea of start/stop service
actions would be meaningless for apps using this appserver adapter, and
as such the Driver::Appserver::Passenger adapter would have no-op
handlers for those phases of the appserver configuration process.
