Disable failing TestFairy spec

The example android app that the spec fetches during the build
http://www.testfairy.com/support-files/travis/dpl/android.apk
is now obsolete, according to the failure message
(https://travis-ci.org/travis-ci/dpl/jobs/269329513#L2555-L2561)

    1) DPL::Provider::TestFairy#push_app push_app with app_file
     Failure/Error: provider.push_app
     DPL::Error:

       The jar will be treated as unsigned, because it is signed with a weak algorithm that is now disabled.

       Re-run jarsigner with the -verbose option for more details.
