Variable reference boundary, selected ocb data loading

Made the 74 degree reference OCBoundary optional, making it possible to
use this gridding routine with the convection reversal boundary or
other similar boundaries.

Added option to read in only part of an OCB file, implimented this
option for supermag and vort ocb loading.

Updated tests in files with changes.
