Merge pull request #313 from gambol99/deflake-TestRegisterSEESubscriptionReconnectsStreamOnError

* Fix race in TestMarkDown.

Calling markDown triggers a health-checking goroutine. If this one marks
the node as green again prior to us asserting things are broken, we fail
our assertion. We fix this by delaying the first health check until the
first ticker cycle elapses, which seems more reasonable anyway given
that we start the goroutine right after a node has been marked down.

Additionally, we make the health check interval configurable and replace
our fix sleep time by a ticker-based loop in order to finish the test
more rapidly overall.

* Close SSE streams in tests.
